It's not all that complicated, but does take two people. You need to disconnect the harness to the VP44, hook a wire from the positive battery post to pin #7, a cable from pin #6 to ground, then you can have someone crank and if the VP44 is good, and you have fuel pressure to it, it will start. Of course doing this will set a boatload of codes as the ECM will not be able to communicate with the fuel pump. This will eliminate any other issues than the VP44. If it doesn't start, you will want to crack a few injector lines to see if fuel is coming through or not as well. I use the Cummins tool that they have for just this purpose, don't have the part # handy though...
