I didn't realize there was anything electrical to "lock up".

there is no electrical connections to those seat belts at all, just removed a set from a pair of seats i got from a junkyard and gave them to a buddy. my guess is that youre pulling on it too quick or at such an angle that its tricking the spring loaded retractor to lock and making it think that an accident has happened. trying pulling real slow and make sure its a continuous pull, dont jerk it.

Also the angle the truck and seat are at might play a role in the lock up. Mine tend to do that sometimes because of steep angle the truck is sitting in or the angle of the seat back.

Default Seat Belts Locked Up

There most certainly are electrical connections to '98 and '99 seat belts. It was the only years that Dodge used them -- they have something called a Seat Belt Control Module screwed to the underside of the middle seat. Dodge did away with them with the 2000 MY trucks because they were so problematic. My shop manual shows a diagnostic procedure to check what's wrong but it's pretty complicated (remove the IOD fuse and then push it back in, while sitting in the truck with the doors closed, push in cigar lighter and turn the ignition off and on 3 times, etc.) -- didn't work for me as mine are still locked up. I'm about ready to by-pass the thing. Even tried buying a SBCM from a junk yard, but it still doesn't work. I'm open to any other ideas.

Default Seat Belts Locked Up

If you have a '98 or '99 and you never had the problem, consider yourself lucky. It's a fairly common problem from what I understand.
