Default 1999 Cummins hard starts

The truck is hard starting everytime I shut it off, in order to get it to run I have to bump my starter and prime my lift pump(Fass Titanium 95 gph) and then it will start after that but its still rough and sounds like it has air in the lines. Once it cranks over it runs with no problems. The Fass and VP are both new, within 6 month and my fuel preasure getting to my VP and lines is good. It just cant hold the pressure once truck is off. I just recently fixed a fuel leak from the T connector on my return line and while I had the leak it did the same thing. I dont understand while it still does it, im not leaking any fuel so I cant see where air would get in. Is it possible for a connector to be loose enough to let air in and de-pressurize system but that connector not spray out fuel? Any help or idea would be great guys
