Default Apps replacement, confused...

So I just replaced my apps sensor and instructional videos said when I plug the new one in I should see .5 to .6 volts however, I v back the idle stop screw all the way out and the lowest it goes is .8 volts at first it was only 1 volt. Keep in mind this is completely backed out. Then it says to adjust it till the voltage starts to move then back it out half a turn. When I do this it feels like the idle is off and the truck feels semi sluggish. I also get a check engine light with this as well. So the installation instructions say biggest problem is slop in the cable so when I play it by ear and adjust just till throttle goes up then back it off I still get a check engine light... Am I doing this wrong or is this new sensor bad because it won't drop low enough?
