Here are some schematics from a 2001 it should be similar on your rig.
check out attachment 3 for the PCM/ECM wiring.

You could have a fuse blown #17 (WTS light) or the Blk/orange wire is open from the PCM.
Check for the PCM not supplying the Cam sensor the correct 5 volts Violet/white wire at cam sensor plug.
Check the Orange wire at the map sensor also for 5 volts.
Also the PCM controls all the things you are having problems with ie: APPS,Temp,Map,WTS light.
Try unplugging the temp switch and see if the gauge still pegs,it should be a two wire plug tan/Blk and Blk/Lt blu.
let us know what you find out also check your grounds at the engine block.
The PCM is hard to get too its on the left side of the block. wiggle check that plug real good.
If the PCM is getting good Bat + voltage at pin 48 and a good ground at pin 49 the PCM may be bad.
But we can check some other things out before condemning it.

If you have voltage to the cam sensor and map sensor and to the other items above it would mean that the ECM is powered up. So do these first before digging into the ECM wiring to save time.
And yes key on engine off.
If you have voltage at these items no need to check the ECM. we will then want to check the cam sensor.
