The APPS shouldn't control your idling at all, it only control you throttle response, i just had one go out on me on the highway, one second you will have throttle then the next she drops to idle at 700+. It might be worth resetting it and then one problem solved. but it sounds like you got a fuel problem somewhere.
Have you pulled your valve cover? check your injectors and you feed tubes, you said that you bought this pickup for 900$ someone might have played with the injectors and not knowing what they were doing, left a copper ring in one or something.( or left a rocker lose or something), hook a fuel pressure gauge up when you can, that will tell you a lot.
Have you checked for Blow by with in the seconds it will run?
Im guessing you went through all the sensor's, MAP, IAT, CPS, ECT

If it only runs a few seconds it will be a little difficult to observe blow by.

Alright guys hooked up scan tool and got no codes, checked all the wiring for breaks or anything and found everything to be good, switched ECU's with my dad's truck that runs fine, same truck just 2wd, and changed nothing. Got a crank and a can position sensor and will hopefully see if those will fix it tomorrow, stay tuned

Welp the cam sensor didn't change a thing, trying the ecm on the block tomorrow, gonna switch it out with my dads and see what happens. Hope for the best!

Good news! Cummins ecm went bad, swapped with my dads and she fired right up and purred like a kitten. Found the turbo to be passing oil so that was a little let down but for a 900 dollar truck she sounds good!

so this sounds a lot like what mine is doing. these are the code I get
p1689 no communication between injection pump and pcu
p0341 cam sensor

I have changed cam sensor pcu altornater lifter pump and relays. I get 15psi on the fuel but the lifter pump only pumps when the heater coils kick on. that happens 1 out of 10 times I turn the key and that's the only time it starts. then it starts and idles hard for 5 to 10 sec like out of fuel and dies. any ideas?

It's a 24 valve. The only time it starts is when the wait to start light comes on but it only runs for 5-10 sec and it runs like it's out of fuel.

Good job PatM00 ,!
Ill mention for the other guys that .
Recently , the cater lift pump( stock replacement on the frame) blew a fuse , it stumbled and would only drive about15 mph , in surges. Like a car with a bad vacume leak.
It had blown the fuse on the accesory curcuit . (Why they do this !!?!)
So the cig lighter popped it.
I thought my pump went on the way home but thank goo it was just the liftpump fuse.
Its getting an airdog properly wired and a fitch catalyst .
