Default Voltage stays at 12volts

Hey guys,
New to the diesel.. but here's my problem. So about 2 months ago my ecm fried.. so I changed that as well as the pcm.. well Ive also replaced the alternator and batteries as well as new connectors for the batteries. But the problem is my truck is at 12.0-12.6 volts and won't budge... but when I drive it, it drops off completely and the check gauges light comes on. Also it threw the codes for low voltage to the fuel sending unit as well as the air intake heater circuit #1 and #2. I've cleaned all the grounds and connectors.. I did notice the two alternator wires are exposedoing at one part; like someone took a razor blade and skimmed the rubber off of one part. I'm just not sure if it's a wire bug or the new ecm... oh and the batteries are dualistic golds both the same. Any help?????

Check the 140 amp fuse in the Power distribution center. Check for voltage at the Drk green wire (field wire).

Have you gotten the alternators tested off the vehicle?

Hey guys I've had the alternator tested. It's fine the alternator wires are also putting 12v out.. so I can only assume there is a short in the wires somewhere. I started tracing the wires yesterday to try and find out if there's a short somewhere but I only got so far because it was getting cold and I'm working on it outside. Does anyone think that a external voltage regulator will eliminate this problem?
