OK so I bought an 02 24 valve and it had no power steering so I bought a new pump, put it in and thought the pump was leaking until I took a closer look and it turned out to be motor oil coming out in between where the pump shaft goes in....have no clue any help would be great

 

You need to reseal the vacuum pump. Should be able to pick a kit up from cummins for a few bucks. Lots of videos on the internet on how to rebuild them.
