Default turbo help

I need some help with this turbo and which route to go.
I bought a BW 63/68/14 and the dang thing is to laggy. I can't power brake it, it will just sit there and smoke and won't build boost. I tried pulling my cousin out of a mudhole hole on my farm and my truck didn't even spin a tire in the dirt it just smoked.

like I said above its a 63/68/14 nongated .88 exhaust housing T4.
I have the T3 to T4 adapter plate.

When I bought the turbo I thought I would get it and be done, now a couple guys says I need to buy a new exhaust housing. Well this turbo just turned into a 1100 turbo. Almost could've bought a good divided housing turbo.

yes I have plenty of fuel 7x.010s and edge drag comp.

torque converter to tight? Its 1800 stall I do believe or whatever Brian puts In a mild build truck. Its a triple disc.

what would you all do?
