AC problem with compressor

Default AC problem with compressor
On my 01 245 hp the ac clutch 10 amp fuse blows when tuarning it on. I crossed over fuse with screwdriver to find that the ac clutch doesnt spin but a strain is put on engine when done. Would this indicate a frozen pump or bad clutch? Its been sitting 5 years.

It sounds like the clutch assembly on the a/c pump is froze up.
