I believe the 98.5-00 all had HY's. In '01 they put the HX's on manuals.

um...no.
All manual trucks had the hx35 on the 2nd gen 24v.
early automatics (98.5-00) also had the hx35. 01-02 autos had the hy35.
turbo specs:
hx35: 56/60/12
hy35: 56/58/9

You don't want too much drive pressure or you can end up popping a head gasket or damaging the turbo.
Exhaust brake is a pretty simple device. it is a butterfly with a hole in it that closes when you turn on the exhaust brake and let off the throttle. it intentionally restricts the flow of exhaust by 75%+ to make the engine harder to turn over because of the exhaust restriction essentially causing the engine to work like an air compressor.
this aids in slowing down the engine RPM quickly and as a result, slows down your vehicle quicker without using the service brakes.
The jacobs brake is vacuum operated.
This should not be confused with a compression release brake, as that is a whole different type of braking system that works off of the exhaust valves by releasing the compression after the compression stroke. (not available for the 5.9L engine)
