Default ve no power after 3200 gov spring install

we have a 92 here at work i been fighting with. this is the first ve ive been into. putting in a 3200 gov spring

i had to take the pump out to get the back bolt out because it was to rounded out to get it out on the truck. put everything back like it was as far as i know. the throttle index is back where it was.

i bleed the lines, and the truck fired up and idled perfect.as soon as u give it throttle it starts cutting out. it barley has the power to get it moving above 10-15 mph.

any ideas?

shoulrd have good fuel pressure, brand new lift pump. timing, idk, i set it back to where it was and then i moved it a lil closer to the head which should be advanced.

the way its cutting out i dont think it would be timing unless the timing is ratarded.

take the spring back out and see if that makes a difference..... that would be my next step, un-do what was done and see if it goes back to normal.

throttle shaft was indexed right. i moved it one notch both ways and made it run like crap both ways.
i tried turning the fuel screw in 2 more turns just to make sure no change
i moved the timing closer to what should be stock timing, and it barely ran like it was severly retarded
called a pump shop, and they said it sounds like it has to be timing and i probably smashed the key way.
so i pulled the pump back out, and the key way was not smashed, and was lined up perfectly.
pulled tp of pump off and everything looks like its supposed to and no real way of messing it up
any other ideas?

Boost problem?.... Lots of lag and smoke? No smoke? Lopey Haze? This has me a little confused also.... I know this is a little different but my grandpas 24v had a problem like that, he could barely get above 20 mph, it was his lift pump.

Ed wish I had seen this earlier. Definatly timing as you found out. I have the tool at home to time it exact of you want it.
