Don’t quote me on this but my 93 has a variation of the same set up, I believe its just a temp/pressure sensor that will tell your clutch to engage and disengage when the desired temp is meet, or if the system is empty it wont allow the clutch to run. again, I'm just throwing that out there, don't beat me up to bad, I’m no ASE certified guy nor an expert on anything haha

If the temp sensor in taped to your lower side line (the one that gets cold) and the wiring ties in to the line as well then that is you low pressure switch, and the temp sensor is most likely reading super heat. Short answer it keeps you compressor from cooking itself should you loose you A/C charge. My 89 looks nothing like that though.
