handle on factory lift pump

Does anybody know wat the valve handle is for on a factory lift pump? Somebody told me 2 move it to the down position & it gives more power thought I would investigate it further before I go playing with it thanx

Its just to prime it after a fuel filter change.

exactly. leave it where its at dont mess with it unless you suck it dry
