will a tv81 turbo work good for a upper.

it is almost the size of a hx80

a primary / low pressure / bottom turbo is the larger one and the secondary / high pressure / top turbo is the smaller one you see in twin setups. as per the OP's question, no, it's too large for a top turbo. however, if used as a primary / bottom turbo and with enough fuel, it should be fine.

 

its still gonna be a big bottom turbo.
