Does the fuel shut-off solenoid, the electrical connection on top of the pump right behind the saucer-shaped diaphragm, have 12 volts to it?

Did you bleed the injector lines by cracking them open and cranking until fuel came out?

Are you sure it's timed correctly? You didn't smash the key when you were installing it?

I have primed for hours and getting no more air just fuel and smoke but it still wont even try to start, the pump slid right in the key way so I dont see how the timing would have got off

That's not how the VE pumps work. There is no lever attached to the shut-down solenoid.

To totally remove the solenoid from consideration, you need to take your big 24mm wrench, unscrew the solenoid from the top of the pump (you gotta unbolt a backing plate first), and then remove the plunger. But first, you just gotta check to see if you got voltage there.

Even while shut, the solenoid will pass enough to put fuel out the lines while priming, but not enough for it to run.
