98.5 5.9 cummins

I have a 99 dodge 5.9:cummins 3500 with a cracked block . and found a 98.5 24 valve, question is , will this block interchange with my 99 24 valve?

So as i change this 98.5 for the cracked one are there any "real" effective fuel economy measures I can do that will be worth while?
