Default Barely idle and won't rev???

Last Friday drove the truck home and was running like a top!! It sat all day and night on Saturday, went to drive it to the gas station Sunday night and it wouldn't rev higher than 1500 or so!! Took a few days tinkering around with it changed lift pump and fuel filter still nothing!! It was very inconsistent, I would move the linkage back and fourth manually while running and every so often it would open up!! And now earlier today was messing around and it wouldn't even stay idling, But it runs with my foot on the pedal I think that could be because it was real cold this morning! Bled all lines, cracked the injectors and no issues there!! I've narrowed it down I think to the plunger in the fss and or the little pin that rides up and down on the cone might be stuck!! Any thoughts?

I would also check the shut off solenoid.

Took the plunger completely out of the fuel shut off solenoid put another new filter on and it's still doing the same thing!!
