Default Gov spring and fuel pin...truck wont start

Hey guys, i put in a 3200 gov spring and a denny t stage 2 today. When i got finished, my truck wouldnt start. It is about 20 degrees outside right now soooo...anyway, it was hickuping like it needed fuel(obvious because i drained the pump before working on it) but because it is so cold out i hooked it up to a charger on high, start and then my starter selenoid would not engage my flywheel. Has this happend to anyone or do you guys have any suggestions? Please help, i would like to get it running by tomarrow.

Did you index the throttle shaft properly? That is the most common problem after a spring swap.

I mean lining it up to stock.. 2nd line up on the right side[towards firewall] is what mine and what I understand IC motors are. Is yours IN or non-ic? 91 is non-ic 91.5 is ic. So not sure.
