Default No downshift to 1st at stop

I have been having a problem where when I come to a stop my truck will not downshift to 1st. I have to put it in 2nd and then start going and move it to drive from there. I already replaced the speed sensor and just finished about 20 min ago replacing the trans solenoid. Still no go. It will not go into 1st at all, only in to 2Nd. I know 1st works because every once in a while it will do it. For about a year it would only stay in 1st for a split second after going from a stop and now it stays in 3rd, unless as I said I put it in 2 manually. Any ideas? It is a 97 12 valve automatic, obviously, and no after markets mods 3500 dualy 2wd. Not sure what tranny model it is, I don't know how to tell what model, can find out if needed and told how to found out. Thanks in advance for any help.

sounds like the TV cable needs adjusted

What is the tv cable, what does it do, and how do I adjust it? Thanks for the help.

its probably not the cable your tranny is a 47re and downshift is controlled ellectrically

How do I check the tv cable anyways. What else is there to replace besides the solenoid and speed sensor? I have no clue.

did you remove the pan to change your governor sensor

Yes I did remove the pan to replace it. I have read something about a cooling exchange line getting clogged on my year model. Could that be the problem?

do you have any metal debris in your oil pan when you removed it

Pan was nice and clean. How about the Tps? Would that cause this problem? The whole assembly where the throttle cable the linkage and the tv cable seems to be worn out. The side that the TPS is on moves around like it is worn out. Not sure if I am desribing that correct. When you push in the throttle that assembly with the spring on it rolls and on the left side of it it's like the hole that it pivots in is worn out too big because it moves around and that is where the TPS is attached. So I'm wondering if the TPS could be messed up, would that cause it to do 3rd gear starts.
