95 ram 2500 turbo diesel loss power

I got my ram 2500 5.9 CTD about a year or so ago. I haven't driven it much until lately. When I got it I realized that it is reall sluggish. It idles fine and drives great with no smoke or stumbling. The issue is that it takes forever to get up to even 55mph and can only get rpms up to about 2200 and that's struggling to get it even that high. The other day I tried to get it in my back yard and pulled up to the curb and couldn't even get over the curb. I am at a loss from what could cause it to be so powerless

replace the fuel filter and check the fuel heater screen by the lift pump. do you know wat kind of fuel pressure you are producing to the IP? is the fuel shutdown lever moving all th way up? no bent linkage
As far as I know the fuel filter maybe has a 1000 miles on it butill change it just for the assurance also not sure how to check fuel pressure and I have no idea where the fuel heater screen is at or lift pump its my first diesel. Since the problem I changed fuel sending unit cause fuel gauge wasn't working replaced valve cover gaskets and has fresh oil change
The fuel shut down lever seems fine nothing's bent on it and goes all the way up

What I was thinking maybe is low boost or low fuel pressure I need to get gauges but don't have the funds yet but will soon what gauges do you recommend.
Also I read somewhere that might be overflow valve, governor springs, lift pump as far as fuel pressure goes
And I can't find any vacuum leak but heard that the waste gates can stick open sometimes and cause it to not boost all the way

this sounds fuel related to me. if the gate was stuck open you would get alot of black smoke frm the pipe. the fuel heateris attache to the lift pump under the injection pump on the driverside of the endine. it is easier for me to get at it from under the truck. best to just delete it while you are doing it. google it its easy. the OFV could be an issue. generally dont see a power loss, more of an off idle power quality deal. but give the spring a stretch and see if that helps you out. also ther is no vacuume on a diesel. its only positive pressure you will be able to read there for you have boost leaks and with those comes the black smoke.
Ok ya and there is no smoke at all just went to my local auto parts store 4 of them to be exact and no one has any gauges that will work for me

hmmm sounds fuel related... your going to have to start front to back with your fuel system diagnostics to get a real idea of what's going on... the only other idea I have for you, is the tranny not shifting properly, or possibly the TPS is out of whack...
