Finally some progress. Today I decided to turn the governor spring in a couple clicks. The first spring to roll up was only .028" exposed so I turned it in 3 clicks it measured .069". Turned to the other spring and it was at .058 turned 1 click to match the other springs. I guess one of the previous owner only did one spring or can they come loose on there own over time? It will pull to around 2600 now, much better and the engine runs smother. The engine was surging when under load before and now it smooth. Had to idel down after tightening the springs.

Don't really know why it seemed to show up after changing the injecters .
