Bad shut off solenoid??

Default Bad shut off solenoid??
the fuel shut off solenoid doesnt go up when turning over the engine but after tapping the starter i cant manually push the plunger up either. is this a bad solenoid or is there something else holding it stuck??

ther is a fuze link close to hot side on batery. and yes they do go bad.check to see if power to second circut on cylinoid
