Default no heat little tiny bit out defroster

hey guys so i get no air out any of the vents on any setting only a little bit out the defroster. ive bein reading and desided that theres a vaccum line behind the passenger side dash that has come off witch controlls the doors for diffrent settings? also the blower motor only runs on the two high settings. is this a resistor pack issue? what is a resistor pack and what does it do? if theses are the problems i will replace blower motor and resistor pack. am i missing something? are there tips and tricks to making this go smoothly?
there is heat in the radiator line and my engine temps are normal

please and thanks
