When you're defrosting, the a/c compressor runs to take moisture out of the air.

my 97 does it so did my 96, my buddys 97 gasser does it too. i think its just pressure bleeding off from the ac compressor or something. i wouldnt be to worried, i thinks its a pretty normal dodge sound. if its you turbo winding down you will herd it through your exhaust the most.

It was my compressor, I unplugged it. My a/c lines were freezing up. Don't know why, but i will deal with it in the spring I guess. Could it be that temp sensor in the a/c line freezing my lines?

Something is keeping your compressor from cycling, pressure switch usually does that job. When it gets close to freezing in the low pressure line pressure should be low enough to break the connection in the switch, or something is going goofy in your H block.

try and twist the inner part of the A/C compressor pully while its not running, the clutch might be stuck engaged. they usualy fail the other way but it happens

With the truck not running, I was able to turn the inner deal on the compressor pulley. Is that normal I also noticed when the temp was above 45 degrees my a/c lines did not freeze, but when the temp dropped below 45, they did freeze Would that be the temp sensor

yea might be the switch then if the compressor isnt stuck, the inner part should spin if the compressor isnt engaged. when you say 45 do you mean PSI? or temperature, you should really have a set of pressure gauges.
