The governor weights help the pedal when the engine is not running because they are set for idle rpm, so at 0RPM they are all the way in. Then there is the design concept of the things inside the pump that move when you step on the pedal. If you push the shutoff solenoid up you can go about 1/2" with the pedal before it gets hard, that half inch is actually "floored" inside the pump, after that 1/2" you are just pressing against a spring. When you floor it all the way with the engine off the things in the pump kinda go so far that they roll over a breakover point and tend to like to hold. A compound bow is an example of this, pull it back all the way and then let off a tiny bit and it gets really easy right on that breakover point. The pump doesn't have oblong things in it as far as I know(like the pulleys on the bow) but the way it is designed makes it seem like it does.

When the engine is running, that breakover point is constantly raising as the governor weights counteract it and move it up higher until it eventually isn't reachable.
