I think everything is there and it should just screw together i believe. I hope this helps out alittle

what it suppose to be adjusted to? is there a lot of play in them normally as in the arms rolling in and out?

I would screw it together and keep tightening it until the rpms change and get to about 800 at an idle

so the more you thread it in the part closest to the cab the higher it will idle? is it supose to thread in the front piece?

From looking at your pic i would say the piece on the right threads into the piece on left, and then you lock it together with the nut on the right piece. If you still haven't figured it out by tomorrow I'll take a look at mine and let you know.
