Default 1997 dodge 12v sticking throttle

Hello, I just purchased a 1997 dodge cummins. The throttle is rock hard and sticks at all positions. I have been spraying penetrating oil on the return springs and linkage with no avail. I did get the linkage to move fairly easy by hand, but will not return by itself from WOT or any position for that matter. Is there anyway to take apart the throttle system to clean and lube it to see it that will help?

To answer anyone that has this same thing happen to them, it was the throttle linkage shaft sticking in the plastic sleeve. Had to pull apart the whole throttle linkage and remove the tps to get to the shaft. I then brake cleaned, and wire wheeled the shaft to make it nice and shiny again. Greased up the shaft and reassembled the throttle linkage. No more sticking throttle!
