Bump up your cold idle...Its worth a shot and its FREE. That or your injector pump may be worn a little. How many miles is on it?

when i got mine it was the same way had to give it fuel to start. so i turn you the idle now it fires right up even when it is cold out.and for mods on the 95 bigger injector, turbo, 4k gov. spring, set timing, cut fuel plate, stronger valve springs, good clutch, fix kdp, fix fifth gear nut and gauges

If maintained and adjusted correctly they shouldn't need any throttle to start even down into the teens of degrees farenheight. Lower temps than that, I cannot comment on.
As stated above, it only sounds like the idle is set too low, but it would also be a good idea to check the fuel pressure and main fuel filter. With a stock converter 700rpm should be fine when in gear and a/c on, lights, etc., but with a lower stall converter which most aftermarket ones are, you may have to bump it up to 750rpm or a tad higher. When mine is cold it will almost die when I first put it in gear and I tap the throttle and let off, but I have my idle set at 750rpm when hot and a tight low stall converter.
The fuel lines which run across the back of the head and trans bellhousing are known to crack and leak or suck air and will cause hard starts, but it doesn't really sound like your issue.
