lights

I'm pretty certain they're in the relay box under the hood. I'll run out to the truck and grab my manual and have a look to see.

Yeah it's definitely in the under the hood fuse box located on the drivers side. I think if you flip the cover over there will be a diagram of which ones are which. It looks to me like it will be on the fender side, and the second one in line from the front bumper side. I would switch a couple of them and see if it goes away. I believe they're about $40. maybe switch it with the trailer relay and see if the lights continue to go off and on.
The other question I would have is do all the lights do it or only the head lights?
If all the lights are doing it, it may be more of an alternator problem.

I had the same issue a few months ago, the headlights were flashing off & on and the relay on the fender was clicking. After a couple of days, I noticed that the voltage gauge was jumping back & forth, I was slowly losing voltage and the battery was getting so hot, I could smell it in the cab.
Bad regulator. I'm a girl so bear with me: not sure about your year model, my regulator was located inside the PCM/ECU. I bypassed it and installed an external regulator. I suggest that you don't let this one go too many days...it costed me a new battery and an alternator refub.
Do me a favor: if I said something that doesn't make sense, just ignore it. I'm still learning.
Good luck!

I had to order one from Autozone, they didn't have them in stock and the Dodge dealership didn't have them at all. I'm thinking it's more than just a relay issue and will be interested to know if that solves it. You can swap out one of the other relays beside it and see if it's still raising hell. Did you try that yet? And, yes...they're all the same right there on the fender and they do cost appx $40 as Cawhorses advised.
