Default timeing and starter question

from what i have in my sig what should i set my timeing at? what is a safe number that i wouldnt have to worry about any thing bad happening? and my starter is going out i think when its cold try to crank it over and it starts to turn it over then stops then turn the key again and it starts. how much is a starter and how hard to replace it?

I have been told $200 at a couple of different shops so that seems to be the rate around me.
