When mine is in park it idles around 950 rpm.

mine idles around 650-700 and it doesn't seem to be a problem

check the shut off solonoid as stated sounds like its not goin up all the way when the key is turned. also make sure the gov arm is even with the lip of the plate it may be getting stuck under the plate.
