Correct. Though for safetys sake I would install your little boost elbow you say you have and limit your boost pressure to no more than 35 psi.
Reasons being
#1 An hx-35 isn't efficient at all above about 30 PSI. It creates more heat above that range which is hard on your engine EGTS
#2 A hx 35 is on borrowed time in that range. It wasn't built to hand that high of boost pressures and it will wipe out the thrust bearing in a relatively short period of time.
#3 Because at the higher pressures and RPMs the Hx-35 becomes restrictive on the exhaust side. You waste horse power due to excessive drive pressure because the exhaust housing can't handle the air flow. Setting the wastegate will help bring drive pressures down becaus you will be bypassing the exhaust housing.

You need to fill out yer signature with details on yer truck so we can help diagnose issues
sounds like to me you need more fuel if ya wanna get more boost, if ya can get the HX35 up past 32 PSI then ya will be around 100k rpm with the waste gate plugged and ya can gernade it then ya can go ahead and get a bigger turbo
