The pedal feels the same all the time.

When I start it after it dies it will start just fine.

The only time it dies is if I let off the pedal. If I just keep my foot on the pedal it won't die after it gets done lugging.

I don't know what or where the AFC is and don't understand it's function.

sounds like it could be starving for fuel. might have a rubber hose comin apart inside. had that problem on a 1983 peterbuilt i ran for a while

The AFC is the Aernoid Fuel Control and it basically controls smoke until the boost comes on. Its the housing just behind the injector pump. You can see it here:

Im wondering if the Governor springs could have anything to do with this?

I took the truck into a diesel shop and they said it was a seal or gasket bad in the p pump
