97 12v Boost Problems

97 12v Boost Problems
Long story short Bought a cummins, traded it for a Corvette then started missing my truck so I traded for another one and now I am here looking for help because I cant seem to find anyone to help out with the issue I am having.
The truck I have is a 97 12v when I traded for it I had my girly moment and didnt think hey check out everything on the truck. The boy told me that it needed a smaller exhaust housing on the turbo. The following is done to the truck. 66mm borg warner turbo, Afe intake, 3 Piece manifold, Fire ringed, head studs,4k gov springs, full cut dvs, 150hp injectors, one piece aluminum driveshaft and I am sure that I am forgetting some things. This truck just doesnt build the boost it should. Its building maybe 22psi at the most. I got into touch with the guy who had originally built the truck and when the truck was sold it had a twin setup and was running propane. It was building 60psi. The truck smokes so bad its hard to drive it normally, some people say adjust the fuel which my mechanic did and now its laggy, others say it has a leak in the boost system somewhere, some said to put the twin setup back onto the truck. Im at a loss for words because while I know my trucks Im not a mechanic.

A 66 will lag on a 12v. That is a given. But it can be setup to work well.
Afc tuning will help clear up the smoke.
Put a plate back in the pump, not a #0 plate either, more like a #100
Pressurize the air system.
Get a drive pressure gauge hooked up.
Ditch the full cut dv's, a benched pump can flow 600cc's with 024s, just saying.
Check engine timing, and have it set to your liking.
There is threads on how to do all of these things, a little guidance in the right direction is all you really need. Any specific help let us know! Good luck!
