94 12v tune
A governer spring kit would do it. Ideally the 4gsk. You will need 60lbs valve springs though if you push over about 32-3400 rpm. Which with stock fuelling is about as much as you'll get out of a stock truck. But still safe to get the springs.
Are you sure your TC is locking? I was thinking about it on the road today, and remembered that one of my old trannys had an issue with the lockup not engaging once, and 75mph was about all I could get out of it. That was before the GSK as well, pretty sure it was all tapped out around 2500rpm.
Mine will only do 84mph. So that's not too far off. Get the valve springs first. While you are in the go ahead and adjust the valve lash to .008 for the intake and .018 for the exhaust. This will give you better throttle responose when you go to upgrade the governor springs. And also have someone that knows what they are doing and have the injection pump timing advanced to 15- 17°
