Default p7100 stuck fuel rail

So i have a 1997 12v in my chev mud truck with usual mods like fuel plate afc housing. Its been a few months since its started bit it fired right up and ran fine then i shut it off and a few hours later tried to start it again but wouldnt fire off. Checked the usual things and found no fuel coming out of the injection pump. Removed the afc housing and found the fuel rack was siezed and would not move all what would cause this sudden problem?

Water could have gotten inside the pump unit and seized it. But also the no fuel coming out of the lines worries me. Your lift pump could have also went out. Lets hope the fuel pump wasn't damaged.
