well i found the issue!! i was chasing wire all day and after ripping every light off of the truck i found a burnt spot in the harness at the back of the fuel tank.. i found 6 of the 7 black with yellow stripe wires you had mentiond to me and after tearing apart the harness vuala i found the 7th i guess there are 2 black and yellow wires that are supose to lead back to the licence plate lights and i only found 1 and the second for some odd reason was cut back next to the tank with im guessing to be a ground wire( it was all black)...well that was my problem it was grounding out right there i cut the wires and taped them indavidually then i shrink wraped them both seperate and re-taped everything so im hoping that will be the end to my nightmare!! a huge thanks to you MYSTERYNC for all the knowledgable information very much appreciated!
