Question Stacks on a 98

I've been looking around and decided to get a 98 2500 and wanted to know if there's away to mount the Y-pipe for dual stacks underneath the bed of truck instead of in the bed?

Thats pretty much what I figured but had to ask the question to make sure there really wasn't a way. Why doesn't your truck have a fuel plate and what do they do? I know thats a super newb question but I want to learn the ins and outs of trucks so I've gotta start somewhere. Thanks for answering my question.
