I know in the state of Michigan you have to have a RV endorsement on your license to pull two trailers, also the front trailer has to be a fifth wheel, goosenecks are not allowed ( found out the hard way from MR. DOT ) Keep in mind that your brake controller and wiring has to be heavy enough for four axles and the wire for the distance to the rear of lead trailer and amp draw!
