i would like the wheel to still be hub-centric,so the lug's aren't carrying all the weight.i'm not looking to be shearing any stud's and have seen this happen.

Just my opinion...I'd put them in a lathe and open the holes up. If you bore aluminum jaws to hold the wheels, you won't have to worry about marring the finish. You could also use steel jaws with aluminum or soft copper pads on the jaws. Indicate on the center hole in the rim before you start cutting and you should be good to go.

It can also be done on a Bridgeport with a boring head, but it will take a bit longer. It shouldn't be too expensive to have a machine shop cut them for you if you don't have access to machines.

i ended up using a router and an old rotor for the size

i used a router bit from lowes its 20 bucks and it took me 15min a rim you just take off the raised cone part till its completly flat
