Default Can I replace the plastic cover?

As shown by the picture, the plastic lug cover can I take that off and just put regular lug nuts with a cap on them?

Sorry for the poor explanation . The lug nuts under that are open ended so would I need to put a cap over them to protect them from the weather or anything or should I look for different lug nuts? If I didn't explain it any better sorry - guess that means the stock ones are fine! Haha
