U-Pull it is a salvage yard here in town. I have never seen the truck but I am looking now. There are some real turds (vehicle booty fab work) on that side of town. People do the dumbest things.

Maybe he got a deal on two sets of nerf bars and decided that was the way to use them. It needs more bracing or just plate the whole thing together. Should have mounted the drivetrain in the second frame to keep the COG lower.
