My guess it is some kind of animal hauler in back of the sleeper. Notice the AC on the roof and the various portholes on the side might be for individual kennels. Proably an entrance door in the rear.

I don't know that I would go so far as to call it a waste of a truck or to say the frame is cracked or to insult it in any way. None of us know why it was built that way. I do recognize a 60" sleeper from an IH truck, a set of looks to be 5" stacks all mounted on a late model Dodge chassis. No idea about the bed. Don't know that I would want to even hazard a guess. Frames are stretched all the time on far bigger trucks than that and they hold fine. That one might hold too. No way to tell from these pics.
As far as insulting it goes, I might not like yours but it is yours. Drive it and build it the way you like it. We all build our trucks to our own personal tastes and wants/needs. I can't say I really care for that one but it is interesting. You gotta him him credit for being creative anyway.
