Default rocker panel bedliner prep work

I am wanting to paint the bottoms of my doors and rocker panels with some spray on bed liner. Rite now the rocker panels are starting to bubble and the bottoms off the doors are a lil worse i was wondering what kind of prep work I should do. Should i sand on them a lil and use some rust converter or wut???

Make sure you get all the rust off or it will continue to rust underneath the bedliner.

You could probably use Rustbullet or something like that.
