I want the torque, and power to do WHATEVER I want when I want. Rather it's pulling down the road or walking off and leaving a gasser because they think my truck is a pos. Lol if that makes any sense.

Ok, good start, BUT we still don't know what youre working on. Is it a Duramax, Powerstroke, Cummins or a grapefruit?

Alright bud ima give you some advice here. I have an 02 cummins (still vp44) and its taken some money to make quick. we are dealing with 7500+ pounds. First to address is your fueling issue. Either buy a bada** fuel system or build one, but should be able to flow 150+ GPH. Then is your trans, I have about 5k just in parts, shafts and TC being the most expensive. Then you can start thinking about engine stuff. First I don't know what a "stage 2" turbo is? We just look by sizes of the wheels and housing. I ran a 62/65/14 single for awhile no gate (was at sea level) and it moved with a set of 150's and a good tune. This is a good start and will only set you back about 2000 bucks with headstuds and you can build off it. I now run a 75mm on top of my 62 and since then stepped up to 275's and a lot of meth, valvesprings , etc. So the main question is, do you wanna tow, stay cheap, go fast, weekend warrior, be reliable? Cant have it all the more you run up the power, But you can get It in the ballpark.
