98 12 valves are a pretty sought after truck as they have the "new" interior (new in 98), but they also have the 12 valve motors (only in trucks built before 1/1/98). Seems to me (without seeing the truck) that the price they're asking is a great deal, especially with less than 100k on the clock.
As far as the truck goes, the transmissions are generally weak and would need to be upgraded before doing many modifications, but will last longer if you plan to leave it stock. I currently get about 15 mpg in mine (combo in town/highway), but I have a heavy right foot. Maintenance is nothing real different than any other vehicle. You would want to take care of the KDP (killer dowel pin) as one of your first things. There are plenty of posts on here about that, and plenty of people that can point you in the right direction.
