Which ARP studs can we add for $90? The standard 4340 12mm Studs correct?

No those are head studs for 90 you get arp studs to replace your exhaust manifold bolts this is a kit that is not offered by arp it is something that i put together in house with arp products

yes and no it all depends on your setup if you truck is 15 years old with the stock bolts that have never been of then I would buy studs and go that route just for making it eazy
but if you just want to replace the manifold and have a lightly modded truck then bolts are fine
