Default Diesel fuel in water even after new cup installation

Hi, I noticed that i had quite a bit of fuel in the water overflow tank so i installed new injector cups, I used the correct rental tools (the ones you have to install by hammering them in) and after allowind time for the sealant to cure I fired it up and within one hour there was fuel back in the water again. So thinking I did something wrong I ordered more cups, rented the screw down type installer and did the whole thing again.... and once again fuel in the water. My question is could there be a crack in the head between th fuel channel and the water channel, I was led to believe that there are fuel and water supply channel running down the length of the heads. Could someone that knows more than me offer some help, I am in need of my truck to run again. Thanks, Bill
