Default low power in LC

Hey guys, Im new
Ive got a 1994 Toyota Land Cruiser with a 6BT out of a 94 dodge. I have been having some low power issues. This is my 3rd 6bt so i know what they feel like when they are pulling strong, im guessing the power output is around 200 ft lbs. The engine has a TST #6 grind fuel plate, it is a 55 block with an H1C turbo and it is inter cooled. I recently replaced the AFC module diaphram, and adjusted the fuel stop properly. Ive also hooked up an air compressor at 25psi to the afc module to see if that gets it going, nothing its like the afc module foot doesnt contact the fuel rail at all. Could it be the governor? Any other ideas?

little update, removed the fuel plate and checked fuel pressure before injector pump, 20 psi at idle 30 psi with throttle.
